[resource-net] difference between City Tax adn Hauptstadtkultorfonds?

Might some of you know the difference between City Tax and
Hauptstadtkulturfonds? Or as well any thoughts in general on what gets
funded and what does not as far as creative projects in Berlin?
If so, would love to hear from you!
